The Demise of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are delivered from various governments. Immense energy is expended on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability provided through up-to-date information. From observation points, defense planes that had been scrambled to counter approaching aerial threats flew past – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Following this, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a need that neighboring countries are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership functions according to a principle familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the situation will not change more in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
